About the VGPB
The VGPB was established under the Financial Management Act 1994 (the Act) and replaced the State Tender Board from 1 February 1995.
The VGPB has the following functions as defined by Section 54B of the Act:
1. in relation to the supply of goods and services to departments and the management and disposal of goods by departments:
3. to foster improvements in the use and application of purchasing systems and electronic trading;
4. to establish and maintain a comprehensive database of purchasing data of departments and supply markets for access by departments;
5. any other functions conferred on the Board by this Part.

Rhonda O’Donnell
Ms O’Donnell was appointed CEO of Freshtel Holdings in July 2007. Prior to joining Freshtel, Rhonda was the Chair of Novell Asia Pacific, a global provider of Linux (open source) technologies and identity management solutions. She was responsible for the management of Novell’s entire Asia Pacific operation encompassing 13 markets with more than 800 employees and an extensive partner network and was a member of Novell’s worldwide management committee which provides strategic planning and direction for the Company’s global operations.

Anne Dalton
Ms Dalton is a Partner at the national law firm of Sparke Helmore. She has been a lawyer for over 15 years, working in the areas of corporate/litigation and government law and has extensive experience advising private and public sector clients. She has expertise in public administration, corporate governance and probity.
Fay Jamieson
Fay Jamieson was Director of award-winning family business, Coronet Uniforms, from 1979 to 2006. She was in charge of design, sales and marketing in this garment manufacturing business. Currently she is on the Small Business Advisory Board and has been mentoring small to medium businesses with the Small Business Mentoring Service.
Marisa De Cicco
Ms De Cicco is the Director of Justice Policy at the Department of Justice. She has experience in policy advice and development, formulation of strategy and legislation, procurement and contracting.
Sue Jaquinot
Deputy Chief Executive and Executive Director, Corporate Policy and Customer services at VicRoads. She has extensive experience within the public sector operating at senior executive levels. The focus of her work has been in the area of strategic organisational development and major change management programs to deliver on government's key policy directions.
Alan Hall
Alan Hall is the Executive Director, Financial & Corporate Services, Department of Human Services. He has extensive senior public service epxerience in policy and program management, resource management and strategic planning across a range of health and welfare activities.
Alan chairs the Human Services Accredited Purchasing Unit.
Mike Scrafton
Mike Scrafton brings extensive senior corporate and public service experience in strategy and policy advice, project development and management, corporate activities and major developments.
The VGPB currently has seven members and meets bi-monthly to develop and approve policies, approve major requisitions from departments, and discuss related procurement policy and practice matters. Three of the VGPB members, including the Chairperson, are external appointees, and the remainder are appointed from government departments. VGPB reports to the Minister for Finance.
Functions
The VGPB has the following functions as defined by Section 54B of the Act:
1. in relation to the supply of goods and services to departments and the management and disposal of goods by departments:
- to develop, implement and review policies and practices; and
- to provide advice, staff training and consultancy services.
3. to foster improvements in the use and application of purchasing systems and electronic trading;
4. to establish and maintain a comprehensive database of purchasing data of departments and supply markets for access by departments;
5. any other functions conferred on the Board by this Part.
