Introduction

The Contracts Publishing System contains information about contracts entered into by Victorian Government departments and some agencies. Summary information is available on contracts >$100,000. For contracts >$10 million, the contract itself is published.

Departments are not required to disclose information that would be exempted from disclosure under the criteria in the Freedom of Information Act 1982.

Background

In October 2000, the Premier of Victoria, the Hon Steve Bracks MP made a policy statement on Ensuring Openness and Ensuring Openness and Probity in Victorian Government Contracts (35 KB DOC).

The Premier announced that the Government would seek the approval of private sector contractors to disclose 70 major contracts entered into by the previous Government. The disclosure of these contracts had been recommended by the Audit Review of Government Contracts. The 1992-1999 contracts are available at http://www.contracts.vic.gov.au.

The Premier also announced that Departments would be required to routinely disclose information on the Contracts Publishing System about contracts entered into on behalf of the State of Victoria. Only material which Departments believed fell within the exemptions under the Freedom of Information Act 1982 would be excluded from disclosure. These exemptions relate to information which, for example, contains trade secrets or personal details.

Departments are required to disclose summary information about contracts >$100,000. However, both Departments and agencies are required to disclose the text of contracts >$10 million. Agencies can use the Contracts Publishing System or publish contracts on their own websites.
